The Parish Council have been informed that Anthony Stansfeld, the Police and Crime Commissioner for Thames Valley has recently published his new five year Police and Crime Plan which sets out the priorities for policing and other crime reduction organisations across the Thames Valley, including the response to regional and national threats.
The full plan can be found on the PCC website here and a short summary of the plan; it’s broad strategic priorities and how it has been developed is below. To support the communication of the plan to members of the public, we would be grateful if you could share this information and the link to the plan within your communities through channels such as websites, social media and newsletters. A hardcopy summary version of the plan will be available in due course and if you would like to receive copies for distribution please let me know, indicating how many copies you would like. Police and Crime Plan 2017 - 2021 This new Plan consists of five broad strategic priorities which are:
The plan was developed using a broad range of information including the evaluation of research documents, analysis of crime trends, horizon scanning to identify future trends and consultation with partners including the police and local authorities. It was also informed by the views of the nearly 5000 residents of Thames Valley, including over 1000 young people, who took part in the PCCs policing and crime survey in 2016. Police and Crime Commissioner Anthony Stansfeld said “I am pleased to be launching the new Police and Crime Plan which sets out my priorities for keeping communities across the Thames Valley safe. The plan seeks to address current and emerging threats from crime over the next five years. “I have kept my strategic priorities broad to allow organisations to interpret them to meet local needs but I will be working closely with partner organisations to understand how they will address the issues identified. “The demands on policing and community safety concerns have changed over the last few years and my new plan reflects this. Issues such as mental health are placing a growing demand on police and partners, as has the increased reporting of domestic and sexual abuse. Hidden and/ or newly emerging crimes such as female genital mutilation, hate crime, honour based violence and cyber crime also need to be tackled. It is important that we work together to raise awareness of these crimes as well as bring to justice the offender and support the victims. “To effectively take on this work there is a need for police to take advantage of new technologies, while at the same time continuing to foster the trust of the people they serve. My recent survey showed that adults were largely satisfied with the service provided by the police, however, young people’s perception of police was less favourable and I would like to see more work with young people to address this. “As the recent tragedy in London has unfortunately highlighted terrorism remains a very real threat and the work in preventing violent extremism will continue. Serious organised crime must also be tackled and very vulnerable people, who are exploited as a consequence, protected. “My new Plan focuses on many new and emerging issues for policing but more traditional crimes such as household burglary and rural crime will also remain a priority. “Tackling new demand, as well as maintaining support for the investigation of more traditional crimes, won’t be an easy task. However, as recent Her Majesty’s Inspectorate of Constabulary (HMIC) inspections have shown, Thames Valley Police is a force we can be proud of and I have faith that they will be able to rise to this challenge and continue to safeguard the communities of Thames Valley.” Sarah Stokes PR and Communication Support Officer

Easter Sunday Family Service and Easter Egg Hunt
16 April at 10:00 Brightwalton Church Family service for Easter Sunday followed by Easter Egg Hunt for the children and drinks to say good bye to Rev John Townend who is retiring. Brightwalton School is starting a breakfast club from the start of the Summer Term. It will start at 8am and finish when school starts at 8.45am.
They will provide breakfast (fruit, cereal, toast and a drink of water or milk) for £4 a session. Contact the school office for more details. Please share the news. Scarecrow Competition to be held at the fete this year. Entries will be placed afterwards in the surrounding fields. Bring your creations along.
Due to West Berkshire Council's withdrawal of funding for their leased handybuses, the DVG have decided to accept the existing gifted handybus from them and continue running it themselves. This is a new venture for the DVG and it will rely a lot on funding to pay for all maintenance, insurance, safety checks etc., in the future. In the first year possibly two, WBC will give us £2000 to help us in this transition period. At present our annual costs has been estimated at £5000 a year and it is important economically to make full use of this service to make it viable in the future.
We only charge £3 per person for the complete trip and we collect door to door and carry shopping if required. How does this compare with bus routes, and if you drive in, your petrol and car park charges!!! Passengers enjoy the chat on the routes with renewed acquaintances and meeting friends. We cover all the villages of the old Downs School catchment area and can take up to 12 passengers of any age at a time. Please pass this on to anyone you think may be interested, either in your area or someone else you know on the routes mentioned below. These are the various days and routes we take as a rough guideline but there is or can be some small diversions to out of the way places. Mondays: B4009 and villages in the area to Newbury (weekly) First pick up at approximately 9.50am at Hermitage, Curridge, Hampstead Norreys, Yattendon, Ashampstead, then on to Newbury shopping. Tuesdays: Friendship Club at Hampstead Norreys village hall. (fortnightly) Collect at 1200hrs at Chieveley, Beedon. Return usually 2.45pm East and West Ilsley, Compton areas (4th Tuesday of the month) Starts at 10.15 then via B4009 to London Road Tesco's in Newbury. Wednesdays: East and West Ilsley, Compton areas (fortnightly) Starts at 10.15 then on to Sainsbury's at Wantage Yattendon area (fortnightly) Starts at 9.30 at Hampstead Norreys, then on to Newbury and Sainsbury's shopping. Thursdays: Beedon and Chieveley areas (weekly) Starts at 10am at Orchard Park, Beedon, then to Newbury and Sainsbury's shopping. Fridays: Chaddleworth and villages on route from Chieveley (fortnightly) Starts at 2pm then on to shop at Sainsbury's, Wantage. The that M4 east and westbound carriageways, between junctions 12 (Theale) and 13 (Chieveley) in West Berkshire will be fully closed from 9pm on Friday 31 March through to 6am on Monday 3 April 2017. A clearly signed diversion will be in place via the A4 (through Newbury, Thatcham and Woolhampton), however as we are expecting this route to be extremely busy – the following alternative routes should be used:
Significant delays are expected during these weekend closure periods, and it is advised that you plan ahead of your journey to allow for extra time or avoid this route where possible. Broadband Upgrade West Berkshire Superfast Broadband Team have sent the PC the following notice, I think it may be of interest to those on the outskirts of the village:- "We have been informed by BT that they have recently upgraded Cabinet 1 on the Chaddleworth Exchange which is located within your parish. This increased the capacity by an additional 53 spaces. Some residents/businesses may be registered on the waiting list and presumably be contacted by their ISP. However, others may have been put off / frustrated and be in the dark about the recent upgrade. If you have any communications channels that will help inform the residents/businesses in the Brightwalton Parish Council community area (such as social media, parish magazine, parish website, notice boards, community groups/meetings etc.) then this will help raise awareness to anyone who’s property is served by this cabinet and is currently unable to get a access to superfast broadband. Residents/businesses can check which cabinet their property comes under by using BT’s wholesale checker website https://www.btwholesale.com/includes/adsl/main.htmland then selecting an Internet Service Provider (ISP) of their choice from the list on the BT Openreach’s website https://www.homeandwork.openreach.co.uk/when-can-i-get-fibre.aspx.." M4 Junctions 12 to 13: Bridge Refurbishment – Update
West Berkshire Highways have provided an update on the traffic management information for the bridge refurbishment works taking place along the M4 near Bradfield. As previously advised, long-term monitoring has found that the two bridges which carry the M4 over Ashampstead Road and Dark Lane, near Bradfield in West Berkshire, require extensive repair due to chloride-induced corrosion. Critical repairs are required to address the defects and ensure the structures remain in a safe and serviceable condition. CLOSURE OF DARK LANE AND ASHAMPSTEAD ROAD (WEST BERKSHIRE) The local authority roads which run beneath the M4 must be closed for safety reasons due to the restricted height available and due to the activities involved. · Closure of Dark Lane (beneath the M4) – from Monday 6 March through to Thursday 4 May 2017 · Closure of Ashampstead Road (beneath the M4) – from Monday 13 March through to Friday 26 May 2017 During the closures a clearly signed diversion will be in place via Bradfield, Chalk Pit Farm Road, A340 Pangbourne Road, Tidmarsh Lane, Gardeners Lane and Buckhold Hill, which has been approved by West Berkshire Council. WEEKEND CLOSURES The programme of weekend closures of the M4 has been revised to not only avoid bank holidays but also the school Easter half term holiday, where traffic flows may increase along the M4. The closures are now currently scheduled to take place from 9pm Friday through to 6am on Monday on the following weekends: · Friday 31 March to Monday 3 April 2017 · Friday 5 May to Monday 8 May 2017 · Friday 12 May to Monday 15 May 2017 · Friday 19 May to Monday 22 May 2017 (contingency weekend only) During these closures a clearly signed diversion will be in place via the A4 (through Newbury, Thatcham and Woolhampton). Confirmed dates for these closures will be displayed in advance on signs along the M4. On selected weekends in July, there will also be restricted lanes open, from 9pm Friday to 6am Monday, on the following weekends: · Friday 7 July to Monday 10 July 2017 (Westbound only) · Friday 28 July to Monday 31 July 2017 (Eastbound only) Significant delays are expected during these weekend closure periods, and it is advised that you plan ahead of your journey to allow for extra time or avoid this route where possible. After 16 years of service to the Downland Benefice, Reverend John Townend retires in April. His last service will be in Brightwalton on Sunday the 7th May, with a special lunch to follow after in the village hall. All welcome, further details to follow.

We have received the following notice from the Highways Agency - Between February and September 2017 Highways England is undertaking essential repairs to the 2 bridges which carry the M4 over Ashampstead Road and Dark Lane, near Bradfield in West Berkshire. This work will involve road resurfacing, replacing the central reserve deck beams, bridge joints and sections of the safety barrier. During works to demolish and install the large bridge deck beams we will need to shut the M4 between junctions 12 and 13 on selected weekends, from 9pm Friday to 5.30am Monday. These closures are currently planned for: Friday 31 March to Monday 3 April 2017 Friday 7 April to Monday 10 April 2017 Friday 5 May to Monday 8 May 2017 A clearly signed diversion will be in place via the A4 (through Newbury, Thatcham and Woolhampton). ![]()
Join Parkinson’s UK on Sunday 9 April 2017 when we will be returning to Welford Park for our sponsored Walk for Parkinson’s. There will be two different circular walks available, a 2.5 mile walk and a more challenging 6.5 mile walk around the beautiful Welford Park estate, home of the Great British Bake Off. During the walk you will cross the River Lambourn, climb the hill to see the impressive cricket pitch whilst overlooking the historic Welford Park, explore the wonderful woodland before crossing the fields and taking in the lovely views of the surrounding countryside.
Entry fee is £10 for adults and £5 for under 16s and all walkers will receive a Parkinson’s UK t-shirt, plus a medal on completing the walk. The funds raised from the Walk for Parkinson’s – Welford Park will go to Parkinson’s UK to support the vital research work taking place to find a cure for Parkinson’s and improve the lives of the 127,000 people in the UK who are affected by the condition. We support those living with Parkinson’s and their families and friends, so that no one has to face Parkinson’s alone. The independent Local Government Boundary Commission for England is carrying out an electoral review of West Berkshire Council. The review will draw new council ward boundaries across West Berkshire. The commission has announced that the will be 10 less councillors for West Berkshire Council, taking the total down to 42. They are asking local people to suggest the new ward boundaries, considering where you identify as your local community, and where you access local facilities. The Christmas Eve Carol Service broke a new record with 220 people attending, which made for an amazing atmosphere and wonderful service.
